Starting Out:
All new Shinobi characters start at the Genin level or a rank equivalent, with no profession.
All new characters may start off as a Samurai or Non-Nin as well, but you should be wary of the consequences (primarily for Non-Nin). Starting off as a Non-Nin means you are on your own in the world, while everyone else travels in groups; especially when in a hostile enviornment.

All new characters start with one free release (even Taijutsu primaries).All new characters start with 1,000 EXP to which they can spend on techniques. This rule is only applicable to fresh characters (i.e those starting with the initial 1,000 EXP). If this isn't a fresh character, and you're simply revamping or scrapping, you're free use the remaining EXP you had upon recreation.
